Jefferson Clinton had a magician’s knack for extricating himself
from sticky situations, balancing the budget (he left the government with
a surplus), and garnering high approval ratings (his end-of-term rating
was 65%). Clinton was the first Democrat to be elected to two terms since
Franklin Roosevelt.
